We hope everyone had a Merry Christmas and wish you all a Happy New Year! As we ring in the new year, the Board is focused on several key initiatives and projects that will impact our community. Some of these projects aim to enhance the community, while others, like the NHCRWA water pipeline project, present challenges that we must navigate thoughtfully. It’s clear that we have a full agenda ahead, and we’re committed to keeping residents informed every step of the way.
Pickleball Update
The Board has been reviewing options to address the growing interest in pickleball within Coles Crossing. At the November 2024 Board Meeting, the Pickleball Exploratory Committee presented the following options for adding pickleball courts:
1. Option 1: Build standalone pickleball courts at a cost of approximately $400,000. (Note: Recent bids received from residents and shared with the Pickleball Committee suggest that building four standalone pickleball courts may only cost between $135,000 and $140,000. The Board is committed to reconciling these cost differences by reviewing all bids, considering community feedback, and ensuring that the most cost-effective solution is selected before a final decision is made.)
2. Option 2: Convert tennis courts 5 and 6 into pickleball courts. (The Board has voted against this option.)
3. Option 3: Convert tennis court 6 into four pickleball courts by adding a concrete slab and fence. Estimated cost: $100,000–$150,000.
The Board has advised the committee to focus on obtaining firm quotes for standalone courts or the conversion of tennis court 6, which are due to the Board by January 10, 2025.
There are varying opinions on where to best locate the courts and the actual cost of the pickleball courts. Once all the bids are received, the Board will be able to make a well-informed decision that balances the needs and interests of all residents. The Board will determine the best option by considering input from the Pickleball Exploratory Committee, resident feedback, and committee and resident-submitted bids. Our goal is to select the most cost-effective option that reflects the best interests and desires of the community
Community Pipeline Project
Included in this month’s Paperboy, we provide important details about the NHCRWA water pipeline project, which is expected to begin impacting our community in the summer of 2025.
This project will affect several key streets in and around Coles Crossing, including Barker Cypress Rd., Telge Rd., Jarvis Rd., and Huffmeister Rd. The article includes a detailed map of the pipeline route through our neighborhood and photos of similar projects to give you a clear idea of what to expect during construction.

Considering the Potential Donation of Property for New Park Development
The Coles Crossing HOA Board is currently exploring the possibility of donating property on the south side of Jarvis Road to Harris County with the intention of developing it into a public park. This initiative represents a unique opportunity to create a community space that could benefit Coles Crossing and the surrounding neighborhoods. However, it is important to note that the use of this property is limited as it is located within a floodway where land development is regulated by the county. This designation impacts the types of development and activities that can occur on the property.
Compensation and Terms of the Donation: As part of the potential agreement, the Board is working to ensure that Coles Crossing receives adequate value in exchange for the property donation. While the details are still under discussion, one proposal is to request that Harris County commit to investing in the park’s development at a level that reflects the appraised value of the property. This could mean that Harris County allocates a similar monetary value toward park infrastructure and amenities. The goal is to ensure that Coles Crossing’s contribution is met with a corresponding investment in the community’s future.
Potential Features and Amenities: While specific details of the development are still under consideration and will be reviewed further in 2025, the Board aims to ensure that any future park includes amenities that meet the needs of residents. Potential features under consideration include walking trails, open green spaces, playgrounds, nature trails, dog parks, picnic areas and pavilions, outdoor fitness equipment and/or parking facilities.
Next Steps: As the Board continues to evaluate this potential project, updates will be shared with residents. Discussions are ongoing with Harris County to finalize the scope, timeline, and specific commitments related to the donation and development.
Candidate Submissions for 2025 Board Elections Due: January 31, 2025
Looking ahead to the May 2025 Board election, we are currently seeking candidates to serve a three (3) year term on the Board of Directors. This is a great opportunity for residents to get involved and help shape the future of Coles Crossing. If you’ve ever considered serving on the Board, now is the time to take action!
Please note that this election is to elect members to the Board, not to specific officer positions (e.g., President, Vice President). Officer positions will be determined by the newly elected Board during the Board meeting immediately following the Annual Meeting.

Major NHCRWA Project to Impact Coles Crossing in Summer 2025
The Coles Crossing HOA Board would like to inform residents about an upcoming project by the North Harris County Regional Water Authority (NHCRWA) that will impact our community starting in the summer of 2025. This is the first of several updates the Board will provide as more details become available.
Project Overview: The NHCRWA is launching a significant water pipeline project to support the region’s transition from groundwater to surface water. This initiative aligns with the Harris-Galveston Subsidence District’s (HGSD) regulatory plan, which mandates a 60% reduction in groundwater usage by 2025. The NHCRWA has been tasked with building the necessary infrastructure to meet these goals, and parts of this project will run directly through Coles Crossing.
Impacted Streets and Visuals: The project’s pipeline route will impact several key streets in and around Coles Crossing, including Barker Cypress Road, Telge Road, Jarvis Road, and Huffmeister Road. Impact on Coles Crossing: The project will involve the acquisition of 18 easement parcels within the Coles Crossing community. The Board has received a few of these easement requests, and each one brings important considerations for our community. Some of the key concerns being addressed include the impact on landscaping, tree removal, traffic disruptions, and restoration obligations. To ensure our community's best interests are represented, the Board has engaged legal counsel to assist with negotiations and to review the terms of these easement agreements.
One of the most significant obstacles we face is the ability to replant trees within the easement space. Since NHCRWA has the right to keep the easement clear of obstructions, replanting may not be allowed in certain areas. As a result, much of the Board’s attention is focused on ensuring that we receive fair compensation for each tree that is removed. Our attorney is working to schedule a face-to-face meeting with NHCRWA representatives to state our objections and explore potential compromises.
It is important to note that if a compromise cannot be reached, the NHCRWA does have the right to claim eminent domain. This means that negotiations are our only option to secure the best possible outcome for the community. We remain committed to engaging in these discussions to ensure the least possible disruption and the most favorable terms for Coles Crossing.
What to Expect Residents should anticipate the following as part of this project:
· Tree Removal: Trees will be cut down to make way for the new water pipeline.
· Easement Negotiations: The HOA is negotiating the terms of the easements with support from legal counsel to ensure the community's interests are protected.
· Traffic & Safety Considerations: Temporary traffic disruptions and road closures may be required during construction. The Board will push for clear detour plans and timely communication from NHCRWA.
· Restoration Efforts: The HOA is working to ensure that all impacted areas are restored to their original state or better, with a focus on replanting trees and restoring landscapes where possible to maintain the beauty of Coles Crossing.
What’s Next? The Board is actively working with NHCRWA, Crest Management, and legal counsel to protect the community’s interests. Our priorities include:

Tips for keeping your New Year’s Fitness Resolutions
When you are trying to make changes in your life, setting smart goals can give you a sense of ownership and personal importance, which can help you stay motivated to make your changes stick.
“SMART” means that a goal is specific, measurable, attainable, realistic and time-bound.
Start with small goals-while you may feel excited and motivated, don’t let that ambition lead to unattainable levels and the frustration of not attaining them.
Make your goal measurable. Set time limits for your exercise program- 30 minutes a day, 4 times a week. If weight loss is a goal, weigh yourself. Use the results to push yourself. If you lost a pound, try to continue the same habits. If you gained a pound, remember what you did(went to a company dinner last night) and keep on your program. You are entitled to enjoy your life. Just don’t quit.
Have specific goals and time lines for weight loss. 1lb a week equals 52 lbs a year. Use small victories to assist your mind set. One belt notch, an older pair of pants that now fit, a jacket you can now button.
Keep a food log and activity tracker-know what you have done and can you add to your exercise, reduce a portion of a meal.
Be realistic. Set goals according to your lifestyle. If you travel 70% of the time, running (in other cities where you don’t know the area) may not be for you. Then, you get down when you have missed 4 straight days of exercise. Compromise what you are willing to do. If you are in a hotel, hit the small weight room and jump on the treadmill and do some push ups.
Stay positive-believe in your goals, don’t fret when you take a step back. Remember why you set them (be healthier, look good for your daughter’s wedding, going on a vacation, etc.)
Focus on the positives and understand improving your health takes time.

COLES CROSSING 55 AND OVER GROUP had their Christmas/Holiday social on December 11 at the community center. The community center was decked out with Christmas décor and special member touches, which added to the seasonal joy.
A slide show set to Christmas music played in the background during both dinner and our Christmas game of challenge, which consisted of the timed unwrapping of gifts with oven mitts on. The slide show pictures reminded us just how active a group we were during 2024 – from day trips, to wine/cheese socials, dining opportunities and games. Friendship, food and lots of laughs dominated the evening.
A big thanks to local vendors who supplied our door prizes.

Our community now boasts an all-inclusive playground at Sampson Elementary!
Last year Sampson Elementary celebrated its 20th Anniversary and underwent a building renovation, but playgrounds are not included in CFISD improvement projects. As many in the Coles Crossing Community are aware, we enjoy an expansive playground at Sampson, which is complete with trees, a basketball blacktop, a track, swings and soccer goal. However, the main play structure feature was in major disrepair. Heather Motzny, the Principal at Sampson, began working with the PTO to expand fundraising efforts in pursuit of an upgraded structure with a focus in mind of “inclusion”. These structures allow participants of varying mobility accessibility and participation in play, but perhaps even more importantly, they encourage group play. This would be the second of its kind on a CFISD campus. The campaign was met with huge support from Sampson families and our community at-large:
“Sampson Elementary School is literally and figuratively at the heart of Coles Crossing - and the reason my wife Melissa told me we were moving to the neighborhood. Supporting the playground project was a no-brainer for the Dads Club as maintaining Coles Crossing as a “first choice” neighborhood is a priority for the organization. Investing in Sampson is investing in Coles.” -Rich Henderson, Founding President CCDC “MUD 364 was excited to partner with the Sampson PTO on this project. The playground is more than just a play structure. It’s a place where generations of Coles Crossing kids build memories.”
As of November 2024, Phase One to the playground project is complete! Special thanks are in order to some of the major players who made Phase One happen: Sampson Elementary School PTO, funding over $86,000, MUD 364 reinvesting $50,000; and MUD 365 who injected over $78,000 in community reinvestment funds.
Rolled into the PTO donation were smaller, but incredibly meaningful contributions from local Girl Scout troops #109093 & #109126 and Willie’s restaurant.
Phase Two fundraising ($115,000) has begun with the recent donation of $7,500 from the Coles Crossing Dad’s Club, who raised the funds at their BBQ Cookoff on Oct 19. A gracious family residing in Coles Crossing has also pledged a private donation for 2025. The timeline for Phase Two will be dictated by the tempo of funds to be raised. Each year, the residents of Prospect Point and Sherburn Manor come together to celebrate Halloween in style, drawing neighbors from across Coles Crossing for a spooktacular community event. This year’s annual block party was another unforgettable gathering, with over 150 attendees enjoying costumes, food, and fun.
The festivities kicked off with a parade of costumed revelers—kids dressed as everything from witches to superheroes, while adults let their playful sides shine with creative and quirky outfits. The costume contest was a highlight, with Luke Sanders taking home the prize for Best Boy Kids' Costume (Aggie football player), Gracie Griffin winning Best Girl Kids' Costume (Wednesday Addams), and Jasmin Handson taking the title of Best Adult Costume for her impressive cop uniform.
The BBQ was a crowd favorite, serving up hot dogs and burgers that were truly *to die for*, along with a slushy machine and drinks for the adults. Music, face painting, and two bounce houses kept the energy high, while kids enjoyed the annual "Trick-or-Treat" parade around the block, filling their bags with a ton of candy.
A big thanks to the Fowler, Griffin, and Handson families for organizing the event, with additional appreciation to the Sanders and Foley families for their communication efforts. And of course, a special shoutout to all the Sherburn Manor and Prospect Point residents who contributed desserts and sweet treats, adding even more sweetness to the celebration.
As the night wrapped up, everyone was already looking forward to next year’s celebration. This beloved tradition continues to grow stronger each year.

Directions
Preheat the oven to 375 degrees F (190 degrees C). Grease a 12-cup muffin tin or line cups with paper liners.
Combine 9 tablespoons butter, white sugar, and vanilla extract in a large bowl; beat with an electric mixer until smooth and creamy. Add eggs one at a time and beat until well combined. Fold in half the flour and 1/4 cup milk and stir to combine. Repeat with remaining flour and milk. Spoon batter into the prepared muffin cups, filling each 3/4 full.
Bake in the preheated oven until a toothpick inserted in the center comes out clean, about 18 minutes.
Remove the tin from the oven and cool on a wire rack for 5 minutes. Remove cupcakes from the tin and cool completely on a wire rack before decorating, about 1 hour.
Combine confections’ sugar, 1 tablespoon butter, and 1 tablespoon milk in a large bowl; beat with an electric mixer until smooth and creamy. Thin frosting with a little milk or water, if necessary. Add food coloring and stir until frosting is uniformly brown. Add more food coloring, 1 drop at a time, until frosting is the color you like.
Spread a thin layer of frosting on top of each cupcake. Break vanilla cookies in half. Place half a cookie on each cupcake as a mouth. Use a bit of frosting to glue a jelly bean onto the cookie for Rudolph’s red nose. Stick 2 candy eyeballs into each cupcake. Whether you call it an Architectural Control Committee (ACC), Landscape Review Committee, or HOA Architectural Review Board, most Texas homeowners associations (HOAs) have some form of an Architectural Committee. In Coles Crossing, our ARC ensures that changes to properties adhere to the Covenants, Conditions, and Restrictions (CC&Rs) that safeguard the visual appeal and property values in our community. The ARC reviews and approves all exterior modifications, from fences to mailboxes, to ensure they meet the established standards.
Why Compliance is Important
In a large community like ours, maintaining a uniform appearance not only preserves visual appeal but also protects property values. The ARC process helps to safeguard that by reviewing modifications to ensure compliance with the community’s architectural standards.
As of September 1, 2021, a new Texas law (House Bill 1025) mandates that the ARC must operate independently of the HOA Board. This law was introduced to ensure an impartial decision-making process when it comes to architectural modifications.
Under this legislation:
Separation from the Board: Members of the HOA Board, their relatives, or anyone living in their household cannot serve on the ARC. This ensures that the ARC operates without influence from board members, creating a system of checks and balances.
Appeal Process: If a homeowner's request is denied by the ARC, they can appeal the decision to the HOA Board, which can only overturn a denial, not an approval. This guarantees a fair review for homeowners while respecting the ARC's original decisions.

The process is designed to be efficient, with most requests being processed within 30 days. Please remember, modifications must be approved before work begins to avoid potential issues later.

As part of Harris County Municipal Utility District No. 365’s (HCMUD 365) ongoing efforts to improve services to its customers, the District’s smart meter installation contractor is in the process of replacing the aging mechanical residential water meters with an electronic residential water meter. Once activated and integrated into the District’s billing system, you will have access to your water usage data using EyeOnWater.
The EyeOnWater suite includes a secure online website and smartphone app that allow you to review and analyze your usage patterns, set alerts, and more.
The District will follow up in the coming weeks with instructions for setting up your account. Please note that accounts cannot be accessed until the meter is tied to your account and the following billing cycle is complete. This will take several weeks following meter installation.
